Fixed known issues from the Fiscal Constraint Summary Report:
Secondary grouping was not filtering properly
Prevention of drill-down view from generating specific revenue scenario
Updates to the header to display correct Subtotal category
Adjusted the alignment to properly match the Total column within the Related Projects tab.
