What is this?
The Programming Information section shows two values at the top of the funding table:
Min Match % – the required match for the project
Effective Match % – the match currently applied based on entered funding
These values update automatically based on the funding rows in the table.
Programming Information Overview
The system uses your funding data (and, if used, the Match Calculator) to:
Apply match percentages
Split funding correctly
Calculate Min Match % and Effective Match %
You can use the Match Calculator or manually add and edit funding rows.
Where does the Match % come from?
Each funding row has a Match %, which:
Is tied to the selected Fund Type
Is configured by an Admin in Admin Panel → Fund Type Details
Comes from the Minimum Required Match % field
You may edit funding rows manually, but the required Match % is driven by the Fund Type.
Min Match %
Example 1: All fund types use the same Match %
If all funding rows use fund types with the same Match %:
That value is shown directly as the Min Match %
Example
Federal Fund A: $800,000 federal – 20% match
Federal Fund B: $200,000 federal – 20% match
✅ Min Match % = 20%
Example 2: Different fund types with different Match %
If multiple fund types have different Match % requirements, the system calculates a weighted Min Match %.
Example
Federal Fund A: $800,000 federal – 20% match ($1,000,000 programmed)
Federal Fund B: $450,000 federal – 10% match ($500,000 programmed)
Calculation
1 Min Match % =
2 ((800,000 × 20%) + (450,000 × 10%)) ÷ 1,250,000
3 = (160,000 + 45,000) ÷ 1,250,000
4 = 205,000 ÷ 1,250,000
5 = 16.4%
✅ Min Match % = 16.4%
Effective Match %
The Effective Match % shows how much match is actually applied based on total funding entered.
Example
Federal funding: $1,250,000
Non‑Federal funding: $250,000
Calculation
1 Effective Match =
2 Non-Federal ÷ (Federal + Non-Federal)
3 = 250,000 ÷ 1,500,000
4 = 16.67%
✅ Effective Match % = 16.67%
Comparing Min Match vs Effective Match
Using the examples above:
Min Match %: 16.4%
Effective Match %: 16.67%
Key things to remember
Min Match % = required match based on fund type rules
Effective Match % = actual match applied so far
Match % values come from Fund Types
Match Calculator is optional — manual entry is always allowed
Quick Tips
Why is my Effective Match % lower than my Min Match %?
This usually means the project does not yet have enough non‑federal funding entered.
Common reasons:
Non‑federal funding has not been added yet
Funding rows exist but amounts are still $0
Match Calculator has not been used, and funding was entered manually
✅ Solution: Add or update non‑federal funding until the Effective Match % meets or exceeds the Min Match %.
Why is my Effective Match % higher than my Min Match %?
This means the project has more non‑federal funding than required.
This is allowed and can happen when:
Extra local or state funding is included
Funding was added before finalizing federal participation
✅ No action is required unless your agency wants to rebalance funding.
Why did my Min Match % change?
Min Match % can change when:
A new Fund Type with a different Match % is added
Federal funding amounts are adjusted
Funding rows are added or removed
Because Min Match % is weighted, larger changes to funding amounts can noticeably affect it.
Why doesn’t editing a funding row change the Min Match %?
Min Match % is driven by:
Fund Type Match %
Federal funding amounts
It is not controlled by:
Manual edits to non‑federal amounts
Effective Match %
Row order in the table
✅ To change Min Match %, the fund mix or federal amounts must change.
When should I check each value?
✅ Check Min Match % to understand the required match
✅ Check Effective Match % to confirm whether the requirement is currently met
Both should be reviewed before:
Submitting a plan revision
Finalizing funding
Running reports
